Safelists
Safe Lists are groups of like-minded individuals who have grouped together and agreed to receive email from each other. As they have agreed to receive this mail you have no worries about generating any spam Complaints.
When you sign up you will receive an email that contains a confirmation link. To be able to mail to the list you must click on this to confirm your membership. Normally you will need 2 email addresses, one for admin messages and one for the mail you will receive from the members.
It is worth noting that safelists produce a lot of email, so you will want to set up a separate email account for the mail you will receive. You get a good free email account from Yahoo.com, but some safelists will not accept yahoo as a list address, alternatively you can try any of the companies listed in the following Link :-

Safelists normally have different levels of membership, Free and Paid. Depending on which option you go for will regulate how often you can send mail to the group. Free members normally can only mail either once or twice a week, whilst paid members get to mail daily. Paid members also receive less mail. It is worth noting though that some safelists offer free pro memberships to the first 500 or so members. A list of safelists can be found by clicking here
Safelists can be an effective form of advertising, but to get the most from them you need to have an attention grabbing headline as each individual will be receiving a lot of mail, and won't have the time to read each mail individually.
It is a good idea to frequently browse through the mail you receive from your lists and look for subject lines that grab your attention. If you find any that interest you, try to incorporate them into your own advertising. In this way you can keep your headlines fresh and prevent them from becoming stale.
You may also find some new advertising venues or a new income stream. So it is well worth taking a little time to go through your safelist mail at least once a week. You never know what you'll find.
