· Work with positive determination

· Plan intermediate objectives and work toward long-range goals for the future needs of the county

· Plan, prepare and execute a well thought out budget

· Improve efficiency and eliminate waste countywide

· Develop and implement policies and procedures

· Interface with constitutional officers, municipalities, Florida Association of Counties, Withlacoochee Workforce Development, Citrus/Levy/Marion (CLM) Work Force Development, Water Management Districts and Florida Power on mutual issues on a regular basis

· Interface w/ Dixie, Gilchrist, Alachua, Marion and Citrus counties an mutual issues on a regular basis

· Interface with the offices of Representative Will Kendrick, Senator Rod Smith, and Congresswoman Karen Thurman on county issues and legislation on a regular basis

· Develop continuous training and safety programs for all county employees and attend state mandated commissioner courses (ie., strategic planning, ethics, budget, legislative)

· Hire and pay employees based on performance

· Insist on checks and balances throughout the county

· Improve the economic development; when and where possible

· Work with integrity, professionalism and compassion

· Strive for excellence in all that we do

· Work to improve recreational facilities throughout the county

· Prepare for 2004 GASB (Government Accounting and Standards Board) State Directed function of reporting like a business to the State

· Work on behalf of and in the best interests of our employees and citizens first, last and always
