All the Department of Education teachers who became respondents of this study and who cooperated sincerely, and gave their full attention to describe their personal and professional characteristics, and their level of activism without fear and hesitation, I owe you many things. I hope that education sector must be given priority attention.

ABSTRACT

This study employed the descriptive survey method to describe the characteristics and activism of teachers of the Department of Education in Region XI as basis for educational policy formulation.

There were 973 public secondary and elementary teachers in the five divisions of the five main cities in Region XI who responded to this study. Purposive and stratified sampling and was used to determine the sample size of the study.

In assessing the teachers’ characteristics and their activism, the researcher developed questionnaires which were validated and tested for their reliability.

Findings of the study revealed that teachers’ characteristics of Department of Education teachers in Region XI are high level in sociability, warmth, empathy, and agreeableness, and moderate in their dominance characteristics. The level of activism in terms of philosophical, political, economic, and socio-cultural issues also obtained a high level. The null hypothesis on the non-significance of the relationship between teachers’ characteristics and level of activism is rejected. There is indeed a significant relationship between teacher characteristics and their activism. This means that characteristics of the teachers have something to explain on their level of activism.

Finally the proposed intervention is recommended to reformulate the educational policies.
